The fourth international site visit for the SCEPA project was hosted by HAN University of Applied Sciences in Nijmegen, the Netherlands, from April 14–16, 2025. Over the three-day event, participants explored practical initiatives to combat energy poverty and promote a just energy transition across Europe.

The visit began with a tour of Huis van Compassie (House of Compassion), a welcoming centre for people in socially vulnerable situations. Run by more than 200 volunteers, the centre supports the community through initiatives such as a Repair Café, a handyman team, and sustainability-focused services. In particular, its energy coaching programme assists residents with practical home upgrades like secondary glazing, draught-proofing, radiator foil, and the installation of energy-efficient lighting — all low-cost measures that significantly improve energy efficiency.

Public symposium & workshop sessions

A major highlight was the public symposium and plenary sessions, where local approaches to reducing energy poverty were discussed and evaluated based on resident experiences. Speakers and participants emphasised the importance of inclusive solutions, highlighting the value of “experts by experience” — residents who bring lived knowledge to the development of effective programmes.

In the “Energy Clinic for Vulnerable Citizens” workshop, South East Energy Agency’s Stephen Oba and Onyedikachi Onwusor presented a target-based support model for homeowners and tenants undertaking energy upgrades. Delivered through the Agency’s Community Energy Hub initiative in partnership with libraries across Ireland’s Southeast, the approach demonstrates how community-based models can drive meaningful change.

The event also showcased the Meitheal initiative, which strengthens resilience among Ireland’s Sustainable Energy Communities (SECs) by fostering collective action and local empowerment.

Moving forward

One of the standout innovations discussed was ChatLocal, an AI-driven model being developed within the SCEPA consortium. Expected to roll out in the coming months, ChatLocal will offer evidence-based, customised support to households experiencing energy poverty — further advancing a just transition for all.
