Project Summary
The geopolitical tensions of 2022 have shown how some strategic sectors of the EU, such as industry and agro-industry, are highly exposed to international energy market disruptions.
These recent developments have increased the pressure to create a more resilient and independent EU energy market, starting with making these strategic sectors more self-sufficient and less dependent on the grid. Energy independence and security are becoming increasingly important for industrial production, as well as for tertiary facilities.
The continuous integration of renewable energy sources has so far been an effective way to increase energy stability in industry. Industrial independence needs to be ensured as a combination of factors, including grid adaptation, renewable energy production, fuel switching, energy storage and energy efficiency.
The Repower Industries Project Objectives are:
- Promoting the energy independence of industries, in particular in strategic sectors
- Ensuring the energy self-sufficiency of factories and tertiary buildings and ensuring their availability at all times and at an affordable price
- Providing policies that promote self-sufficiency models that will vary between regions and industrial sectors
Policy Instrument
Carlow County Renewable Energy Strategy: In accordance with the Renewable Energy Strategy (RES) for County Carlow, this policy instrument focuses on renewable energy promotion, local resource utilisation, energy efficiency, collaboration, planning, incentives, public engagement, and monitoring, lays the foundation for a sustainable and resilient energy future in Carlow County.
The RES encompasses several key features:
- Renewable Energy Promotion
- Local Resource Utilisation
- Energy Efficiency Measures
- Collaborative Approach
- Planning and Zoning
- Incentives and Support
- Public Awareness and Education
- Monitoring and Evaluation
Carlow County Council is responsible for this policy instrument and will serve as associated policy authority.

Repower Industries In Southeast Ireland
Implementing renewable energy and achieving industrial self-sufficiency in Ireland faces challenges such as infrastructure development, grid integration, financial support, regulatory frameworks, skills development, public awareness, market integration, and research and innovation. There is a significant potential for County Carlow, located in the southeast of Ireland with a population of 61,931, to contribute to the battle against climate change by utilising renewable energy sources. There are a variety of renewable energy technologies that have been evaluated in Carlow, which can be harnessed in a sustainable manner, without adversely affecting the environment. These include wind energy, solar energy, bioenergy, geothermal energy, hydropower, and waste-to-energy energy.
A Renewable Energy Strategy (RES) for Carlow has aim to provide a sustainable spatial development strategy for Carlow with clear guidance on the future use of land, a framework for future investment in physical, social infrastructure, tourism and the economy and strategies to protect the diversity of the natural and cultural landscape in urban and rural environments. One solution to the challenges faced due to the variability of renewable energy is energy storage. This involves storing the excess energy produced during times of low demand to be used at a later stage when demand is higher. Developing energy storage in Carlow would allow the county to maximise the potential of its natural resources.
